‘It would not have happened without PM Modi’s personal intervention’: 8 Indian Navy veterans released from Qatar after PM's direct talks and India's robust legal efforts, this milestone highlights strong India-Qatar diplomatic ties & effective advocacy
On February 12th, a remarkable event unfolded as eight former Indian Navy personnel, previously facing the death penalty in Qatar, were liberated from their dire situation. This significant development follows four months of uncertainty and concern for the veterans and their families. The Ministry of External Affairs has extended its gratitude towards the Amir of the State of Qatar for his crucial role in facilitating the return of these Indian nationals to their homeland.

In an official statement, the ministry expressed its satisfaction over the resolution of this distressing episode: "The Government of India welcomes the release of eight Indian nationals working for the Dahra Global company who were detained in Qatar. Seven out of the eight of them have returned to India. We appreciate the decision by the Amir of the State of Qatar to enable the release and home-coming of these nationals."
The narrative of the veterans' return is compelling, highlighting the concerted efforts by the Indian government to secure their freedom. Notably, these individuals were implicated in charges of espionage, leading to their severe sentencing. However, the unwavering commitment of the Indian government, underscored by Prime Minister Narendra Modi's direct involvement, has been pivotal in altering their fate. The provision of necessary legal support by the government further underscores the comprehensive approach taken to ensure their well-being and safe return.
In discussions with ANI, former Indian Navy personnel openly praised Prime Minister Modi for his role in discussing their situation with the Emir of Qatar, Sheikh Tamim bin Hamad Al Thani. They credited their freedom to the persistent diplomatic initiatives led by him.
One of the veterans expressed their joy and relief at returning to India, stating, “I feel relieved and delighted to be back home safe and sound finally. I wish to thank Prime Minister Modi as this wouldn’t have been possible had it not been for his personal intervention to secure our release. I also wish to express my gratitude to Sheikh Tamim bin Hamad Al Thani, the Emir of the State of Qatar.” This acknowledgment highlights the significance of the interventions made at the highest levels for their liberation.
Echoing the sentiments of relief and gratitude, another veteran highlighted the crucial role of Prime Minister Modi's efforts in their release. They remarked, “Without the intervention of PM Modi, we would not have walked free. We wouldn’t be standing before you today had it not been for his untiring efforts and interventions at the highest levels to get us freedom.” This statement underlines the decisive impact of diplomatic engagement on their situation.
One of the released veterans shared their relief and the collective anticipation of their families, attributing their liberation to the direct involvement of Prime Minister Modi. "We, as well as our anxious family members back home, had been waiting for this day for a long time. It all worked out because of PM Modi and his personal intervention in the matter. He took up our case with the highest levels of the Qatari government and eventually secured our release. I don’t have enough words to express my gratitude to him and the Emir of Qatar." This statement underscores the profound impact of diplomatic advocacy and international cooperation on their situation.
Expressing similar sentiments, another former Navy officer underscored the crucial role of the Prime Minister's engagement in ensuring their return. "We are very happy to be back, and it wouldn’t have been possible had the honourable Prime Minister not taken a personal interest in the matter. I also thank the Qatar Emir for his personal involvement in the matter," he said, highlighting the significance of the concerted efforts by the leaders of both nations in resolving their predicament.
Reflecting on the duration and emotional toll of their ordeal, another veteran remarked on the critical support they received from the Indian and Qatari leadership. "We waited almost 18 months to be back home to our loved ones in India. We are extremely grateful to PM Modi for getting us back. We wouldn’t have seen this day without the joint efforts of PM Modi and the Emir of Qatar. The personal equations that the two leaders share also helped in our release." This comment illustrates the vital importance of personal diplomacy and international relations in facilitating their release and reunion with their families.

Timeline of the Arrest and Release
On August 30, 2022, these officers found themselves detained in Doha, embroiled in a serious situation that saw them spending more than a year behind bars in a Qatari jail. They faced accusations of engaging in espionage and spying activities, with the authorities specifically alleging their involvement in spying for Israel.
The sequence of events leading to their arrest was dramatic, with Qatar's intelligence agency conducting raids at their residences, apprehending them under the cover of night. Following their arrest, they were placed in solitary confinement, a challenging ordeal given the initial lack of clarity regarding the charges against them. It was only after a considerable duration that it came to light the officers were accused of a grave offense: spying on Qatar's sophisticated submarine operations, purportedly for Israel.
The accusations stemmed from Qatar State Security's assertion that they had uncovered electronic communications which implicated the officers in espionage targeted at the nation's submarine program. Despite the gravity of these charges, the detailed evidence or the specifics of the intercepted communications were not disclosed to Indian authorities, leaving a cloud of uncertainty over the entire situation.
In April of this year, allegations emerged suggesting that the former Indian Navy officers might have been "framed" by Pakistani intelligence agencies. This speculation was influenced by the situation involving Kulbhushan Yadav, a former Indian Navy commander who was seized from Iran and later incarcerated in Pakistan on espionage charges. It is believed that ISI, Pakistan's intelligence agency, used Yadav's case as a pretext to persuade Qatari authorities to take action against the eight distinguished former officers of the Indian Navy.
Despite vigorous efforts by India's Ministry of External Affairs to negotiate their freedom, the veterans were sentenced to death on October 26, 2023. This decision was met with profound dismay from the Indian government.
The Ministry of External Affairs of India expressed its astonishment at the sentence, stating that the country was "deeply shocked" by the verdict. The Ministry also reassured that it would persist in providing comprehensive consular and legal support to aid in the liberation of the eight ex-Indian Navy personnel.
In November 2023, during the COP28 summit held in Dubai, Prime Minister Narendra Modi engaged in discussions with Qatar's Emir, Sheikh Tamim bin Hamad Al-Thani. Their conversation focused on strengthening the bilateral partnership and addressing the concerns related to the "well-being of the Indian community" residing in Qatar.
On November 9th, 2023, the Indian government took a significant step by appealing against the death sentences handed down to the former navy officers, a decision that had been kept under wraps until then. Subsequent to this appeal, on November 24th, 2023, the Qatari judiciary acknowledged India's plea against the capital punishment meted out to the navy veterans. This marked the beginning of a positive turnaround in their case. By December 28th, 2023, there was a breakthrough as the death sentences were reduced to prison terms by the Qatari court. After enduring an additional month and a half of uncertainty, the veterans were finally freed on February 12th, 2024, with seven of the eight making their way back to India.
