"मकड़जाल": In Muzaffarpur, Bihar, a gang raped nearly 200 girls under the guise of offering jobs; victims were held hostage, assaulted with belts, and coerced into undergoing abortions, police raid exposed similarities to the infamous Shelter Home case
In a distressing turn of events, a massive case of sexual exploitation has been uncovered in Muzaffarpur, Bihar, where a criminal gang is alleged to have exploited nearly 200 young girls under the pretext of providing employment. This horrific scam came to light following a courageous revelation by a victim from Chapra, who has since initiated legal action regarding the atrocities committed in Muzaffarpur.

Reports indicate that around 180 girls were held captive in the Ahiyapur area, ostensibly for job recruitment purposes. Tragically, these victims were not only sexually exploited but also physically assaulted with belts, painting a grim picture of their ordeal.
The operation, as detailed in the reports, was ingeniously cruel. The gang reportedly capitalized on the local issues of unemployment and migration to set up a fictitious marketing entity known as DVR. They cunningly advertised these so-called job opportunities on various social media platforms. The advertised positions promised lucrative prospects but were exclusively targeted at female applicants, thus setting a trap for the unsuspecting victims.
After being selected for the job, the victim detailed that she and many other girls were required to pay Rs 20,000 for supposed training fees. Once the fees were paid, they were housed near Bakhri, within the jurisdiction of the Ahiyapur police station. Despite promises, the salaries for the girls were not disbursed even after three months, leading to significant distress among them.
In an attempt to address their unpaid wages, the victims approached Tilak Singh, the CMD of DVR. It was then that the victim was given a new task: to recruit 50 additional girls for the company. She was promised that her salary would increase to Rs 50,000 upon successful recruitment of these new employees. However, when she expressed her inability to meet this recruitment target, she faced immense pressure. The victim was coerced into reaching out to her personal contacts and acquaintances to fulfill this quota.

This distressing account showcases a disturbing exploitation scheme, where young women seeking employment were manipulated and pressured into furthering the company's exploitative practices under the guise of securing their financial futures. The ordeal did not just stop at financial exploitation but also extended to psychological pressure, as demonstrated by the victim's experience of being forced to recruit others into the same dubious scheme that ensnared her.
The victim recounted that initially, she was unaware of the deceptive nature of DVR and, driven by the prospect of earning more, began to recruit her acquaintances to the company. She was not aware of the reality of the company and was motivated by the potential financial rewards.
Police had once raided the premises of DVR, both the alleged office and the hostel where many of the girls were housed, located in the Ahiyapur area. During this operation, they managed to rescue several girls. However, in a disturbing turn of events, it was revealed that following the police raid, CMD Tilak Singh relocated with many of the girls to Hajipur. It was in Hajipur that Tilak Singh forcefully married the victim.
Further deepening the gravity of her plight, the victim shared that while they were in Muzaffarpur, Tilak Singh forcibly had sexual relations with her and even forced her to undergo an abortion. The abuse continued even after their forced marriage; whenever she expressed the desire to visit her family, the accused brutally assaulted her and actively prevented her from leaving.

In a further distressing development, the victim recounted her brief moment of apparent liberation in the Bauriya area, where she was given some money and was told that now she was free. Despite this gesture, the grim reality of the situation persisted. The victim explained that the girls are taken hostage and closely guarded by goons to prevent them from escaping. These young women were coerced into luring more girls into the network under the false pretense of job opportunities, only for them to face similar exploitation.
The scope of this exploitation was extensive, as the victim reported. Not only were the girls subjected to sexual abuse, but they were also under constant threats to their safety and that of their families. The girls were threatened that their family members would be killed if they shared their ordeal, adding a layer of fear that silenced them. Adding to the horrors, several videos of girls being assaulted with a belt have also surfaced, providing graphic evidence of the brutal tactics employed by the perpetrators.
In response to these alarming revelations, the police have taken formal steps to address the crimes. An FIR has been registered, and a further investigation is underway to unravel the full extent of the criminal activities and bring those responsible to justice.
The ordeal did not end with the filing of the police report. The victim faced severe repercussions for her bravery in coming forward. She alleged that after she filed a complaint against the so-called recruitment company, Tilak Singh arranged for her kidnapping and made concerted efforts to obstruct her from testifying in court. Moreover, there were sinister attempts to intimidate her further; threats were made to murder her brother by summoning him to Patna, as part of a strategy to instill terror and dissuade her from pursuing legal action.

It is critical to acknowledge that the area under discussion, previously notorious for the 'Muzaffarpur Shelter Home case,' is once again in the spotlight for similar horrific reasons. In the earlier case, allegations of sexual exploitation of 34 girls had come to light, revealing a deep-seated issue of abuse within the region. This particular scandal gained such notoriety that it inspired the Bollywood film, ‘Bhakshak,’ which aimed to bring broader attention to the grave injustices suffered by the victims.
The key figure in the shelter home case, Brajesh Thakur, was also known for operating a local newspaper, which adds another layer to the complexities involving media influence and the power dynamics within the community. This connection underscores the systemic issues in local governance and societal oversight, which allow such grievous offenses to recur within the same locale.
The recurrence of such serious allegations in the same area not only reopens wounds for the community but also raises critical questions about the effectiveness of the measures taken to safeguard vulnerable populations following previous scandals. It highlights a troubling pattern of exploitation and systemic failure that demands rigorous scrutiny and decisive action to ensure such atrocities are not repeated. The history and context of repeated abuse in Muzaffarpur call for a focused and sustained intervention by both local authorities and society at large to address and prevent the exploitation of the most vulnerable members of society.
